The Capability Modeling & Policy Advisory program is a strategic initiative by Odav’s Empowerment for Progress Foundation (OEPF) that strengthens governance and institutional capacity through evidence-based research, consulting, and policy development. By providing data-driven tools and advisory services, this program empowers Ministries, Departments, and Agencies (MDAs), academic institutions, and other stakeholders to design and implement effective policies in education, health, agriculture, and environmental sectors. With a focus on youth employment and sustainable development, Capability Modeling & Policy Advisory is driving transformative change at the systemic level across Nigeria.

Purpose

The Capability Modeling & Policy Advisory program is designed to enhance the effectiveness of public and private institutions by addressing gaps in planning, implementation, and policy formulation. Its primary objectives are:

  • Evidence-Based Planning: Equip stakeholders with research and data-driven insights to inform policies and programs that address critical development challenges.

  • Institutional Capacity Building: Strengthen the operational and strategic capabilities of MDAs and institutions to deliver impactful outcomes.

  • Youth Employment Solutions: Develop models and policies that create sustainable job opportunities for Nigeria’s youth, aligning with economic and social priorities.

  • Sectoral Impact: Support policy development in key sectors—education, health, environment, and agriculture—to drive inclusive and sustainable progress.

By fostering stronger governance and informed decision-making, this program creates an enabling environment for OEPF’s community-focused initiatives and Nigeria’s broader development goals.

Key Components

Capability Modeling & Policy Advisory delivers a robust, research-driven approach to governance through the following components:

  • MDA Capacity Diagnostics:
We conduct comprehensive assessments of MDAs to identify strengths, weaknesses, and opportunities for improvement in their operational, strategic, and policy frameworks. These diagnostics provide actionable recommendations to enhance efficiency, accountability, and impact.

  • Youth Employment Models:
The program designs innovative frameworks to address youth unemployment, including skills-to-jobs pipelines, entrepreneurship ecosystems, and public-private partnerships. These models are tailored to Nigeria’s economic context and prioritize scalable, sustainable solutions.

  • Data-Driven Policy Tools:
We develop advanced tools, such as dashboards, predictive models, and policy simulators, to support evidence-based decision-making. These tools cover critical sectors:

    • Education: Policies to improve access, quality, and retention.

    • Health: Strategies to enhance healthcare delivery and nutrition.

    • Environment: Frameworks for climate adaptation and green infrastructure.

    • Agriculture: Initiatives to boost productivity and food security.

  • Consulting and Advisory Services:
Our team of experts provides tailored consulting to MDAs, academic institutions, and development partners. Services include policy drafting, stakeholder engagement, and capacity-building workshops to ensure policies are practical, inclusive, and aligned with national priorities.

Impact Goal

Our ambitious goal is to serve 10 federal/state MDAs and 15 academic institutions by 2027. Through Capability Modeling & Policy Advisory, we aim to:

  • Enhance the efficiency and impact of public institutions by implementing data-driven policies and capacity-building initiatives.

  • Create sustainable job opportunities for youth by integrating employment models into national and regional strategies.

  • Improve sectoral outcomes in education, health, agriculture, and environment through targeted policy interventions.

  • Strengthen Nigeria’s governance framework, contributing to institutional reforms and national development.

Alignment with Broader Agendas

Capability Modeling & Policy Advisory is strategically aligned with national and global development frameworks, ensuring its relevance and scalability:

    • Goal 19 (Africa as a Major Global Partner): Supports capable institutions for effective governance.

    • Goal 12 (Capable Institutions and Transformative Leadership): Builds capacity for evidence-based policymaking.

  • Nigeria’s Renewed Hope Agenda:
Supports governance, institutional reforms, and national development by providing tools and expertise to MDAs and stakeholders.

Why Capability Modeling & Policy Advisory Matters

Effective governance is the backbone of sustainable development, yet many institutions in Nigeria face challenges such as limited data, outdated systems, and capacity gaps. These barriers hinder the ability to address pressing issues like youth unemployment, educational disparities, and environmental challenges. Capability Modeling & Policy Advisory addresses these gaps by providing rigorous research, innovative tools, and expert guidance to create policies that are impactful and inclusive.

The program’s focus on youth employment is particularly critical. With Nigeria’s large and growing youth population, creating sustainable job opportunities is essential for economic stability and social cohesion. By designing targeted models and policies, Capability Modeling & Policy Advisory ensures that young people are at the heart of Nigeria’s development agenda. Additionally, by strengthening sectoral policies, the program supports OEPF’s community-based initiatives, such as Meals to Learn and Smart Women, Strong Communities, creating a holistic impact across society.

Success Stories

  • MDA Transformation: An MDA partnered with OEPF for a capacity diagnostic, leading to a streamlined policy process that reduced project implementation time by 30% and improved service delivery in education.

  • Youth Employment Pilot: A state government adopted OEPF’s youth employment model, resulting in the creation of 1,000 tech-related jobs for young people through a public-private partnership.

Note: These are illustrative examples based on typical program outcomes. OEPF can replace them with real case studies as the program progresses.
